Michelle G. Duma

MICHELLE G. DUMA is an Education Program Specialist II of the Human Resource Development (HRD) in the Department of Education (DepEd) – Schools Division of Quezon Province, Philippines.

She earned her Master’s degree in Education, major in Educational Management, at Sacred Heart College, Lucena City, Quezon Province. Currently, she is completing her dissertation in Doctor of Education, major in Educational Management, at Eulogio “Amang” Rodriguez Institute of Science and Technology (EARIST), Sta. Mesa, Manila.

Being an education program specialist, she is specifically trained in the development of policy recommendations along with HRD programs and their implementation based on research, and learning and development (L&D) need analysis. She is working on different HRD interventions to determine the professional and competency development needs of individual personnel in the Schools Division of Quezon Province and to identify those which can be responded to through relevant L&D programs. She is also trained in the provision of technical assistance to schools and learning centres by responding to local needs in relation to HRD and other matters on governance and operations.

Besides her post’s primary key result areas, she has been designated as the Division Gender and Development (GAD) coordinator since 2020. As GAD coordinator, she works on different programs, activities and projects as to the provision of gender-responsive basic education in the Schools Division of Quezon Province. She has authored localized policies on GAD: Division Policy Guidelines on the Implementation of Gender and Development Program, Projects and Activities (Division Memorandum No. 356, s. 2021). She further authored a Division-initiated project on GAD: Strengthening DepEd Quezon Gender and Development through Project PU2GAD (Division Memorandum No. 356, s. 2021). In addition to this, she is the associate editor of the Baskula: Official GAD Folio of DepEd Quezon (Information, Education and Campaign Material for GAD Program).

She had been exposed to the teaching profession for almost six (6) years, handling junior high school students of different levels as a Mathematics teacher, both in the private and public schools. In her term as a Mathematics teacher in the public school, she received various opportunities to be trained in the said discipline. She attended seminars and participated in training and workshops, which helped her develop her professional competence as a teacher and curriculum practitioner.

Apart from her attendance at various professional seminars and training, she has also been working on different research projects which further develops her competence as an educator and statistician. With a passion for research, she has already authored seven research articles, and four of them were already published. At present, she is affiliated with three (3) international research associations, such as the Teaching & Education Research Association (TERA), The International Academic Forum (IAFOR), and the Mixed Methods International Research Association (MMIRA). She also serves as a research reviewer of the International Journal of Educational Management and Development.

With her dedication to both research and GAD advocacies, she has been frequently invited as a resource person and lecturer not only in public schools but also in private institutions. Ma’am Mich, as she is fondly called by colleagues, holds other designations: Secretariat of the Division Research Committee; Secretariat Head of the Division Quality Management System; Secretariat of the Document Control Committee; Co-Team Leader of the Education Training and Development; and Internal Auditor of the Internal Quality Audit Committee of DepEd Quezon.

In 2019, she was recognized by DepEd Quezon for her meritorious accomplishment as chairperson of the Human Resource Committee towards the achievement of the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) Maturity Level 2 along with the four core HRM systems—Recruitment, Selection and Placement; Performance Management; Learning and Development; and Rewards and Recognition, as awarded by the Philippine Civil Service Commission (CSC). She is also affiliated with the Commission on Higher Education (CHED) as a part-time instructor in Leon Guinto Memorial College, Inc., Atimonan, Quezon Province.
